Frumpy the Clown was a comic strip by Judd Winick (The Life and Times of Juniper Lee) that was syndicated by Creators Syndicate from July 1, 1996 to June 7, 1998. It was about a clown that moved in with a Jewish family.
It's never explained why Frumpy dresses as a clown. He doesn't work at a circus (one strip shows that he absolutely hates it), and is not particularly jolly. He's actually an incredibly cynical clown. He does love children, though, and teaches at an elementary school.
Judd Winick these days works in comic books, specifically at DC. The syndicated strip didn't work out (in the end, the newspaper circulation was down to three), hence its short run.
